    Bio

     

    Carlos has over twenty years of professional planning experience and his diverse practice spans the public, private, and nonprofit sectors. He holds a Master’s Degree in City and Regional Planning from Rutgers University’s Edward J. Bloustein School of Planning and Public Policy, where he was named the 2016 Young Alum of the Year.  

     

    Most recently, Carlos led and directed Gallinar Planning & Development, LLC., a private planning consulting firm. Carlos has also served as the planning director for the City of El Paso and the City of Socorro and has held leadership positions with the El Paso ISD, the La Fe Community Development Corporation, and the El Paso Community Foundation.

     

    Carlos will lead and manage the planning portfolio at Able City and open the firm’s El Paso office.  His goal is to make the regions, cities, and neighborhoods we work in more resilient and prosperous by increasing people’s quality of life through a more sustainable, economically diverse, and healthier built environment.
