Summary

The Project & Our Responsibilities: Carlsbad Village and the adjacent historic neighborhood known as the Barrio are located at the northwest edge of the City of Carlsbad. In recent years, Carlsbad has been rediscovering its historic downtown as a center of civic life and a source of common identity. Jason King, leading the Dover, Kohl & Partners Team, spearheaded the team to update the Master Plan and Design Guidelines for the Village and adjacent Barrio neighborhood. The updated Master Plan will be key to continued Village revitalization, Barrio recognition and enhancement, and increased connectivity between the two areas.

 

The Carlsbad Village & Barrio Master Plan and Code is the culmination of community involvement and coordination with key stakeholders, property owners, developers, business owners, City officials, and residents. In September 2014, Carlsbad residents and City officials, guided by Jason King and his team, updated the plan and vision for the area using a charrette process.

 

The Village and Barrio are physically and psychologically cut off from one of the City’s greatest assets, the ocean. The Village is also in a state of transition from a drive-only destination to a walkable center. Multiple modes of transportation are already present within the Village and Barrio, but the plan focuses on alternative modes of travel such as commuter rail, walking, biking, and trolleys. Issues such as housing, historic preservation, and economic vitality are also a priority.
