Summary

Jason King, leading the Dover, Kohl & Partners Team, played a pivotal role in the creation of the Form-Based Alternative Overlay Districts as part of the Zoning Ordinance and Subdivision Regulations Rewrite for Henrico County under the direction of Clarion Associates. The team facilitated a series of public charrettes across five key areas within the county to establish form-based overlay districts as integral parts of the Unified Development Ordinance. These sub-districts, including the Brookfield Area, Parham/Broad Area, Williamsburg Road Areas, Virginia Center Commons, and the Short Pump Town Center Area, offer an alternative to the standard zoning. The overlay zoning enhances flexibility in uses in exchange for a more predictable built environment.
